Submitted an order on DH, encrypted as usual. Vendor accepts the order but then replies with an encrypted message that when decrypted, just contains my public key and now I haven't heard back from him. Am I missing something here?

He must have made an error during encryption and copy pasted your key rather than a message when encrypting the message before sending to you. How long has it been since the vendor hasn't responded.
