First off, open a free Kraken Pro account. You can attach your bank account and upload your dollars to your account. You won't be able to withdraw funds or crypto for a week, but after some number of transactions they waive the 7 day waiting period.
After 7 days, purchase Litecoin (LTC). I don't bother trying to put in a limit order. I just make a market order. it's super cheap. The purchase will go through immediately. Then go to trocador.app. Put in the amount of LTC that you want to trade for monero, and it will find the best deal for you. Accept the cheapest trade and it will give you a receive address. Go back to kraken and transfer your LTC to the address provided by trocador. You will also need to provide the receive address of your monero wallet. You'll get an email from kraken to verify your trade, so make sure you look for that. At this point you've done nothing suspicious, and no one knows that you also own the monero wallet, so you're good. This is the cheapest way I've found to get monero. I just bought $1000 of monero and ended up paying about $15 in fees. The price of monero is constantly fluctuating, so sometimes it costs slightly more, and other times I've actually ended up with more monero than I started out with in dollars. This is why I try to go from dollars to Litecoin to Monero as quickly as I can.
