You can get a burner SIM and a burner phone/fake IMEI but if they're determined enough, they can still locate you through signal triangulation. So if you're planning on using this 'burner setup' from home or a personally identifiable location, it can't guarantee anonymity even for a single use. Most cases don't involve such thorough investigations anyway but if they do, you're kinda fucked unless you're always on the run.

The risk being identified in cameras which you have to subvert by disguise or making sure you are in a dark zone with no cameras nothing is 100% but you can reduce your risk
