You'll need to find an exchanger on telegram (don't ask me for contacts), who accepts escrow (always use escrow or a middle man that's known to you at least), in exchange of crypto/XMR, if they send you any crypto swap it to XMR.

If your PayPal was created with Documents, use those documents to exchange the funds on some clearnet service that allows you to buy binance vouchers or whatever you can use to get crypto, you'll need to KYC, there are barely any services that don't accept KYC for PayPal due to refunds, charge backs and fraudulent funds, good luck!.
