No it's against the site wide rules to vend on Dread - /page/rules/ with more specifics on that at /post/b38af2e14dafb0404001

You will need to get enough money together to vend on a /d/Superlist market, and once you are setup on there you would be allowed to post one ad per week in /d/DNMAds. For other subs to advertise in you would have to check the rules of each specific sub that you're interested in.
