Do not pay, simple as that. They are saying "lets see if vendors care about their customers" to pressure Vendors into paying. No need to pay, because nothing is going to happen to the customers, they bought for personal needs.
So the 557k Orders information is nothing and even if there is something in there, it will take years to go through it.

And for the transaction IDs, if its monero, there is nothing the law enforcement can do, if its Bitcoin, then I would be careful if someone directly cashed out to an exchange, because exchanges will give out your registered government name if the crypto address belongs to you.

i hear you but folks were'nt smart enough to take comms offline like using PGP instead thyet used 'in-bult by default' encryption hosted by you know who. Vendors wreacked themselves this was absolutely going to happen.
