They aren't very reliable, in most countries those also enforce mandatory KYC.
Fees are crazy as well. Not a very ideal solution nowadays. They are still alright if you have one near for quick coins and low amounts.

Fastest = payment apps or bank transfer
Cheapest = cash by mail or bank transfer (close or 0% rates)
Safest (for anonymity) = cash by mail

The slowest is obviously cash by mail, could also be a little more tricky, the first time, then receiving a wire or giving out the username of your payment app. If done right, it's the only option that can guarantee you a very good anonymity layer between you and the trader. It's by far the most secure method of trading, with the tradeoff of potentially losing the cash (trade only sums you are comfortable losing).
The convenient option isn't always the best option.

Few tips for cash by mail:
- Read the Bisq guide for cash by mail
- Ask the trader for tips or for his preferred procedure or stick to the guides-lines of your trading platform, if you will use one (this should written on the trader's details or communicated via chat, if not, ask yourself)
- Always make video proofs of your FULL packing process and cash amount (this is essential in case of disputes)
- Prefer regional addresses to reduce the risk, the closer the trader's address is, the lowest the risk

(Bonus) Fast, Cheap but Unsafe = Face to Face
Rates are usually pretty high, but it all comes down to the trader you pick or manage to find. If you manage to get involved with a local group it could be very fast, relatively safe and also cheaper.
It's not really recommended and I would never personally do this.
