if a fullz is bad usually means its been burnt which means you cant use it for anything nothing will work since the credit unions know it has been used

Whether it's good or not depends on what you want to use it for.

CC/loan applications - high credit score, good repayment history, etc..

Bank applications - good chexsystem score, no previous fraud history, no bounced checks attached to the name, etc..

Bad ones - delinquent, dead, credit locked, credit frozen, fraud alert on Equifax/Experian/Transunion
