Actually I could find some good partnerships, it took a while to establish a good reputation for us but it's totally doable if you have a good service/product and you really want to make it.
I'd say you must be patient and always use escrow or offer your services even for free at first. Ofc you'll meet an incredible amount of scammers but they target retarded ppl most of the times so it's easy to spot them.
