The best way would be to work with Chinese hawala (they are the best for large amounts of cash and they are reliable : rumors told), it is unlikely you will get monero, you will have BTC and probably some major cryptos available only : especially for huge amounts.

But you need to get an intro to access them. Depending on the way you make your cash you may get this intro easily or not.

You could also split the amount and work with several cash by mail services available across the world to get monero directly this time, it would ask some logistic jobs, and those services also have a cost, it would be more expensive. Also and based on the amount and the regularity, you would have to hire and manage one or several people to do the job.
