You need a shady mechanic, an the same make model and year car from a website like copart that sell totaled cars. Then vin swap the info on the copart car to the new car. Still can only sell it as a salvage title but better than a financed car. Make sure you have the mechanic take the tracker out. Could also skip the extra steps and jus take the tracker out and strike it
This the best answer if possible. definitely have to find the people who steal cars in yo city or something. or just have them straight gut the car out and drop the body off and resell the parts.
You kind of answered yourself that in case of car being/going through monthly payment due to finance then you don't actually own the car so therefore you can't sell it!
But.....
Lets explore options:
1. Hire Purchase (HP) or Personal Contract Purchase (PCP):
You don’t own the car until the final payment is made.
You cannot legally sell the car unless the finance is settled first.
2. Personal Loan used to buy a car (not secured against the vehicle):
You own the car, so you can sell it, but you still owe the loan.
my guess would be to chop it. Try and find a shop that would entertain that option and they'll sell it for parts, probably gonna lose 20-40% but its better than nothing.

Get out of town asap. When the music stops and you have no signal rip out all the trackers. Good tool for this is a uh.. I forgot the name of it it's my gizmo you can walk around the car and it will start beeping when you're around something trying to phone home from inside the car. Rip all that shit out.
Back in town file down the VIN from everywhere (as best you can).
Then find someone selling similar vehicle (doesn't have to be the same year or trim, for example if you got a scatpac then find a base challenger from a private seller for dirt cheap) then use that title to register the vehicle you have repossessed from those sickening stealerships.
Selling on the other hand.. don't try to sell back to dealership. Big MAYBE on private sale. Or just enjoy your new car with all the proper paperwork even if you get pulled over you're coolin.
