Gonna depend what country you are in. If you're in the US you can still buy XMR on an exchange and transfer to an anonymous wallet like MoneroGUI, Cake or Feather Wallet. If you're in a country that has cracked down on XMR you'll want to ask someone in /d/Monero how to do things.
