People have a hard enough time trusting pills that are pills, now you want to introduce further counterfeit concerns as well as issues with dosage? Go to a market and find a pill listing with a lot of sales and poor reviews. It's a pressed pill, right? Now check out the reviews and search for the word crush. You'll see how people feel about getting crushed powder when they bought pills.

Liquid is more dense in mass than powder and harder to ship, and water can and will degrade many substances. Even if it didn't, it's still disgusting to ship wet slop at room temperature with no preservatives. You could use bacteriostatic water, but that doesn't mean it will be compatible with the customer's preferred ROA.
