so about maybe 10 months or a few more i was ordering pills and weed i tried one vendor i never used before but he had a good reputation very well known but i waited like 2 weeks for about 5 days the package didn't move at all then on the day it finally delivered but when i got it the box was empty it only had a bag of rocks in it did the vendor jack me or did the cops get it or did the mail man take i got no love letter and i am ready to start ordering again and also after it happened i couldnt message him because i couldnt log into the market because of my pgp i lost kleo so i couldnt do it

A bag of rocks? That's a new one. I seriously doubt LE would go through the trouble. It was either the ⚠️ mailman (warning: clearnet link) ⚠️ or the vendor was selectively scamming.

Were there signs the parcel had been opened already when it arrived? If it has been inspected and opened officially it should be obvious that it has been opened and reclosed. In which case the risk of your address being burned is high enough to assume it is and not use again.
If it was officially opened you will likely receive a love letter.

If its been opened but you dont receive a love letter, most likely the postie got his hands on it and kept it for himself. This postie will probably remember your address and open more of your stuff for more goodies. Its worth ordering some low value clearnet items to your address and see if they get opened too.

If the package doesnt look like its been opened at all, the rocks probably came from the vendor.

I'd say you've been the victim of postal theft same as lots of others, especially if the vendor is reputable, he's not going to send a bag of rocks, the postal workers on the other hand will steal and have done many times including to myself, perhaps its a certain sorting office or mailman and if you get it from a different vendor try something small first test the water so to speak, but make no mistake they're thieving c$$ts!!! I doubt your address is burned though.
