If I made a wallet on Windows and I want to improve my threat model by switching to Tails, is it safe to reuse my current local node with a new wallet to save time?

If I understand correctly, you are referring to the copy of the blockchain. You just want to save yourself the time of initially synchronizing it again.
That's not a problem in itself and I would do it the same way.

Did you use the export flag or how did you use a different method to transfer it out? I once tried just copying the lmdb folder but it didnt work.

I haven't done it yet so I could be wrong but I think you have to copy the folder containing the lmdb folder.

He can always create a new wallet. He just wants to copy the `data.mdb` of the lmdb to his new host and then import it to save himself a full sync.
At least that's how I understood it.
