What can feds do if you're on windows compared to linux?
If someone on windows has a very strong password and feds can't get in, since its windows can they do some shit and contact microsoft and get your password or something?

The answer is, we don't know what can be done with Windows. We don't even know if Tor Browser is safe on Windows. We don't know because Windows is proprietary software that monitors and reports a wide variety of data about the user, the computer, and the software. How much it reports is unknown. We don't know of any backdoors used by LE, but TLA's might have some they don't publicize.

Your best bet is to use Tails as a beginner on the DN. Read the DNM Bible at /d/dnmbible if you haven't already read it. It'll teach you about Tails, and Tor, and PGP, and a host of other opsec issues for beginners.

You just can't trust it, also unless you're running otf encryption through truecrypt all of your data is literally just out there (same goes for linux but I trust LUKS)

The feds can still read the data from your pc without your Windows password. Use software like VeraCrypt for encrypting your data.
If you mean your Microsoft account you can be certain that they will get access to all its data at their own request
