For example, you can get a domain at Njalla.
Also a virtual server. There are some providers for this.
Whether you want to use Hugo as a Static Site Gnerator or not, this is your free choice. Use what you like.

However, existing alternatives exist for your project.

Why don't you just use those who offer you to blog anonymously?

I don't see why not to use Hugo. It's quite a solid static site generator.
