Did you imported their latest PGP key and then encrypted the message to the same key? Cause the only reason they couldn't decrypt your message is if you encrypted it to someone else or an older key. They change keys every 3 months and you gotta take note of that otherwise you will encrypt a message to an expired key that they no longer use and that's why they wouldn't be able to decrypt a message from you.

That's the only reason i'd see behind them not being able to decrypt your message.
