Cryptographers have always been at the front-line. If you read about the things that usually take place before a war begins it always involves preparation in the form of reconnaissance and cryptography (in this case, code-breaking). It is a HUGE matter because if tomorrow China broke the cipher and algorithm that held the American financial sector secure the country would be in chaos.
