reason why lot of them can operate on clearweb, is cos they use some odd country domain extensions, like .ph .ru ..etc
they use countries that don't give a crap about any take down notices nor copyright laws.

you can look for those sites on non mainstream search engines, such as duckduckgo, yandex ..etc.
google haven't removed their results yet, but they're suppressing them, if you specifically search for oldironsidesfakes then google will list it, but if you trying to search directly for things like "buy fake driving license" then google suppresses results, so other non mainstream search engines are better as they don't remove nor suppress results.
