You got wrong information, bro. I don't know how it happens but there are a few sources in clearnet pointing on wrong information about tartrate and bitartrate.

One molecule of tartaric acid can bond either ONE or TWO molecules of amphetamine.

In first case, salt is named BITARTRATE, and it's weight is 285.29. But, it is not pure salt. It is half salt - half acid indeed.
In second case, salt is named TARTRATE, and it's weight is 420.52.

I produce and sell TARTRATE.

The same about sulphuric acid. One molecule of sulfuric acid may bond one or two molecules of amphetamine, with salts BISULPHATE and SULPHATE.

I've searched a bit more and I've found confirmation for your data in the usdoj.gov site. If you google "conversion factors for controlled substances" you'll find a site located in deadiversion.usdoj.gov with a list of substances.

In that list you can find these conversion factors:

Amphetamine 1
Amphetamine Hydrochloride 0.79
Amphetamine Phosphate (Monobasic) 0.58
Amphetamine Saccharate 0.39
Amphetamine Saccharate (Dibasic) 0.56
Amphetamine Sulfate (Dibasic) 0.73
Amphetamine Tartrate (Dibasic) 0.64

That means that around 64 percent of "amphetamine tartrate (dibasic)" is amphetamine. And it also means that the molecular weight of the compound must be around 420, like you said.

I suspect that the info in drugs.ncats.io is reffering to "amphetamine tartrate (monobasic)", but they don't label it clearly in their website, unfortunately :(

No, Amphetamine HCl is around 79% percent base.

If you look up the molecular weight of Amphetamine HCl you'll see that it is 171.667. But amphetamine base has a molecular weight of 135.206

That means that 78.76 percent of Amphetamine HCl is amphetamine base.
