By 'local plug' do you mean someone you know IRL, or a domestic vendor on a DNM? Either way, if you're purchasing large amounts and you're new to ordering off DNM, or if you've never ordered from a specific international vendor before- go for domestic/local. Once you've ordered smaller amounts from a specific international vendor a few times, you could go for it then, now that you're familiar with their opsec & shipping times.
