Assume every time there is a Tor update you have to go to about:config and disable JavaScript again.

Doing some research though, you may have do a GRUB update.

I'll just go over this like you are a beginner, forgive me if I say something you already know.

So in Linux/Tails, when you first boot, you get a list of boot options (Tails, Tails hard disk, etc.) this is GRUB, or GRand Unified Bootloader.
It will usually boot to the first option within the first few seconds if you do not do anything.
Hit the arrow or "e'" key to not have this happen.

Once you are there, you are able to edit the boot options.

There should be a big long line with vmlinuz in it. You can edit how the kernel boots from here.
I would add "sgx_launch_control=enable" to this line, just make sure there's a space. At the end is best.

Let me know how this goes for you. You may want to double check you have "Secure Boot" off as well.
