Check out the official tails page for details, but basically because Tails / Electrum have different devs, latest Tails hasn't been updaded with latest Electrum. Electrum have disabled old Electrum apps from connecting due to an exploit capable of taking advantage of the old system that urges you to manually upgrade. You want to download the latest version of Electrum and save it to your persistant drive until they update tails to work with electrum. PH xo
