You can get a good VPS from contabo for 4.50 per month, or for less good specs, its 1 per month from ionos.
They all provide an ipv4 address for free, which is needed for hosting a tor relay. Contabos specs are good enough to run several (on the same ip).

I would run a tor exit node but I fear the feds kicking in my door in there been cases of people getting charged with CP because they hosted an exit node if there is a way to avoid that i will host a node in a heart beat.
