If a user adds their PGP for the first time, their withdrawal is blocked for 4 days.
If a user adds a withdrawal address without PGP/2FA, their withdrawal is blocked for 2 days.
If a user changes their password without PGP/2FA, their withdrawal is blocked for 4 days.
(Once a user has already set their PGP and the 4 days have passed, they can change their withdrawal address/password or other important details without blocking their withdrawal.
