the apps don't work, but there is technology that works, and a small number of people who have access to it that won't give you blowback.

those apps are hit or miss, mostly scrape public records.
for real tracking you’d need access to telco data or trick them into clicking a link (IP logger, spyware etc).
don’t expect miracles from free apps.
