I miss LocalMonero. I have checked out RetoSwap but if it's anything like Bisq then the fees will be too high for the small amount I am trying to purchase. Where can I go to cashbymail a couple of benjamins at reasonable fees?

I find it strange that both openmonero and xmrglobal only have 2 and 1 (respectively) offers for USD cash by mail. Am I doing something wrong here? Localmonero used to have pages full of offers

The most look a like is OpenMonero. On the other hand you can take a look at Haveno.
Unsure about how xmrglobal is doing as I didn't checked it out at all. The most reliable are OpenMonero and Haveno.

I couldn't get openmonero to work so I used bitpapa. It has a fee to withdraw ($5 or so), but the prices are only about 1-2% higher than the reported monero price

If I were you, I'd try XMRGlobal. They're like local monero except they do force pgp encryption between users. They're a new service so not yet well established, but that's where I would go

There is Openmonero, they've been recently hacked and lost a bunch of funds. I wouldn't recommend them. There is XMRGlobal, they're new and only have a few offers but honestly they're really great, enforced PGP encryption aswell. The owners also seem to be competent and know what they're doing, unlike Openmonero. There is also Bitpapa, it's like Localmonero except created by the russians. They're honestly well established and trusted, have been active since Localmonero shut down and they've got loads of offers and great, competent pricing. But at the end of the day if you wouldn't like to rely on centralized, custodial sites just use Haveno Reto. Best for privacy and security and they've got some great prices.

Openmonero is stable now, they fixed their issue,and they have plans to refund the stolen funds, the fact that it works seamlessly like LM makes it something I'll recommend
