I'm in the UK and I read up a lot on drug bust news and I see this phrase "bulk messaging" quote often.

I obviously understand what it means, they will send out many messages out to people to advertise their product but how do they do this? social media?

can one do this with the right opsec knowledge and not get caught?maybe use tails OS on laptop in a public library or something?
